Executive Director of Colonias Development Council

Erika Contreras is the Executive Director of the Colonias Development Council (CDC), with over 20 years of service and 16+ years of experience in immigration legal services. As a DOJ-accredited representative, she is dedicated to expanding access to immigration support, citizenship preparation, and family services. She also provides administrative and financial oversight for the organization.

A New Mexico State University graduate, Erika was honored with the 2026 “Distinguished Mexicans” Award for her dedication to migrant communities and community development.

Juana García

Operations Manager

Juana has been with the CDC since June 2023. She started in the accounting department, handling all incoming invoices and ensuring timely payments to our vendors. She also assisted with general office management procedures and is now the Office Manager of the CDC.

Brittany began her journey with the Citizenship Preparation Classes in 2017 as a volunteer tutor and class assistant. She now serves as a case worker, specializing in consular processes, and supports Consular Mobiles throughout West Texas and the southern New Mexico region. In 2025, Brittany graduated with dual bachelor’s degrees in Communication Disorders and Linguistics.

Accountant

Sylvia started as a volunteer in the Accounting Department in April 2024. She now works as an Accounts Payable Accountant, handling all incoming invoices and ensuring timely payments to our vendors.

Senior Case Worker (DOJ-accredited representative)

Zenia has been with the ISIF program since 2017.  She is a senior case worker. She has acquired extensive experience in the legal immigration services office.  She is under review for her accreditation with the Executive Office for Immigration Review.

Lorraine Contreras

Senior Case Worker (DOJ-accredited representative)

Lorraine has been with the ISIF program since 2015.  She has acquired extensive experience in the legal immigration services office. She is a Senior Case Worker, partially accredited legal representative. She was originally accredited in 2018.

Johanna Cervantes

Case Worker

Johanna has been with the CDC since July 2023. She began as a Case Worker Assistant, providing support with consular processes and other consular-related matters for our clients. She now serves as a Case Worker.

Hennessey started as a volunteer tutor and class assistant for the Citizenship Preparation Classes in 2017 and is now a case worker.  She is a case worker in the cases for the naturalization process as well as participating in the Consular Mobiles throughout the southern New Mexico region and West Texas.

Receptionist

Sujey has been with our office since 2019, first as a caseworker assistant and now as a receptionist. She is usually the first point of contact in the office, addressing the over 4,500 walk-in clients we receive every year.

Clerk

Ana has been with the organization since 2015. She is the primary person in charge of clients’ files.  She is the primary archivist for immigration.

Jesús Leos

Lead Teacher for Citizenship Classes

Jesús has been with CDC for over 8 years.  He was originally a student in a citizenship preparation class, a teacher of the same, and is now the Lead or Master Teacher for all the citizenship classes. Jesus has a Masters Degree in Bilingual Education and also works for the Deming School District.

José has been with CDC since January 2024.  He was originally a student in a citizenship preparation class, Now he is a Teacher support for all the citizenship classes.

María Luna has been with the organization since August of 2022. She is a Promotora de Apoyo familiar based in the Vado area assisting with outreach activities.

Xavier Dominguez

Social Media Specialist

Xavier has been with CDC since 2021. He first began as a tutor with the CDC. Now, he manages the CDC website along with social media. Xavier has a bachelor’s degree in Journalism and Mass Communications, he also works for Student Life at NMSU as the Coordinator of Communications and Technology.
